Why and when do I pay homeowners assessments?

Assessments are billed semi-annually in February and August. The purchase of your home includes mandatory membership in the Homeowner’s Association, a non-profit, Texas Corporation. Your dues pay the operating cost of the Association and the maintenance cost of the common areas. The assessments also pay for the Association’s general administrative cost including the management company as agent for the Association enforcing the Covenants, Conditions and Restrictions of the Association. In addition, the assessments pay the liability and property insurance protecting the assets of the association. 

Payments can be made online at ClickPay or mailed to Liberty HOA c/o FirstService Residential P.O. Box 30343 Tampa, FL. 33630-3343. 

How can I get the community emails?

You will need to register online and opt in for emails on the community website portal https://liberty.connectresident.com/. At this time only emails are sent, there are no options for texting. 

How can I make a reservation for the pool?

Contact the general manager Sloan.Keller@fsresidential.com to check availability. The reservation form can be found online under association documents. All reservations are first come first serve, there are no holds without a signed form. 

How do I get a pool card?

Pool cards are issued at move in or after closing. There is no need to replace a card each year as they remain active. If you have lost your card, the cost to replace a card is $25.00 payable to Liberty HOA. If your home is being rented the owner must request a pool card, cards will not be issued directly to renters without owner consent and a copy of the lease agreement.  Please contact Sloan Keller at 469-522-2099

Why is parking allowed on the streets?

The community streets are considered public and owned by the City of Melissa which means parking on the streets is allowed. The HOA does not have the authority to restrict parking on streets. We do ask that residents park in their driveway or garage for ease of traffic flow. Residents must still obey city laws as it relates to parking by/in front of stop signs, fire hydrants, and intersections.

How do we get additional signage in the community regarding speed limits?

Requests such as this must be submitted to the City of Melissa Public Works department. They must evaluate the area and will determine if additional signage is needed. 

Will a bigger fountain be added at the front entrance?

At this time there is no plan to replace the existing fountain. Once the community is turned over to the residents, the board may decide to install a bigger fountain. 

May I install holiday decorations?

Exterior colored lighting and holiday decorations will be permitted only during the period commencing thirty (30) days prior and thirty (30) days following holidays.

What are the Deed Restrictions?

The Declaration of Covenants, Conditions and Restrictions (a.k.a CC&R’s or Deed Restrictions) are a legal contract between our neighbors and ourselves which “are for the purpose of establishing a general scheme for the development of the Property and for the purpose of enhancing and protecting the value, attractiveness and desirability of lots within the property” and are binding on all parties having or acquiring any right, title, or interest in the property or any part thereof”. 

Where can I get a copy of my deed restrictions?

A copy of the Deed Restrictions for your property should have been provided during the closing process when you purchased your home. If not or if it has been misplaced, a copy can be obtained from your Manager or online at your community website, https://liberty.connectresident.com/  

Who oversees homeowner compliance with our deed restrictions?

The Board of Directors of the Association administrates and has the authority for the enforcement and compliance of the community Deed Restrictions. The quality and value of the community is much of the reason that most of us bought our homes here. The purpose of the ACC is to help guide homeowners to stay within their deed restrictions when they want to make changes to the outward appearance of their home and/or property. The Liberty HOA is still under Declarant control and is managed by a three member Board with two being Hillwood employees and one Homeowner. Once Liberty is built out, the Declarant control period ends and the Board of Directors will be five Liberty Homeowners. 

How does a homeowner make a request to the ACC?

All requests must be submitted to the Managerat sloan.keller@fsresidential.com, it can also be submitted electronically https://liberty.connectresident.com/. A copy of the Modification Request Form is available online as well. Please complete the form in its entirety as it applies to your improvement project; and remember there is no such thing as too much information. The more information included, the more likely your project will be reviewed in a timely manner. All requests are submitted to the Board for review. 

Why are the board meetings held during the day when homeowners are at work? 

The board meetings are intended for HOA business and not as an open forum town hall meeting. These are business meetings that are held during standard business hours. While under declarant control, these meetings do not have to be open to the homeowners. The developer has chosen to allow homeowners to listen in as a courtesy and for transparency. Once the HOA turns over to full homeowner control, these meetings will be open to homeowners and the homeowner HOA Board can choose to hold the meetings in the evenings for convenience. 

When is the annual membership meeting? 

This meeting is held once a year in January, notices are mailed out prior to the meeting with details of the meeting event. Homeowners are encouraged to attend. 

Will the annual meeting be in person next year?  

Yes the meeting will be in person for 2024. Place TBD.

What amenities do we have in the community? 

There are two pools, a splash pad, three ponds, playgrounds, soccer field, covered multi-purposes pavilion for basketball court and pickleball court, walking trails and a sand volleyball court. 

Who do I contact regarding home warranty issues? 

You must contact your builder’s warranty department directly. The HOA is not involved with any aspect regarding this process. 

How many homes will be in Liberty at Buildout? 

Liberty will have approximately 1,850 homes at buildout. There are currently1700 homes occupied today.
